By MIKE BURKHOLDER Managing Editor ST. MARYS — City Councilors Monday night expressed their appreciation for the hard work and dedication a St. Marys man gave to the city.
Councilors approved a resolution of sympathy to the family of Larry J. Shelby. Shelby passed away last week following a bout with cancer. “Almost everyone here worked with Larry,” Council President Dan Hoelscher Jr. said. “He did a lot for the city of St. Marys.” Councilor Robin Willoughby, a fellow Kiwanian, said Shelby’s death leaves a big void in the service club. Willoughby praised Shelby for his dedication to the group as well as his legacy to the city. “He was very active through the years in Kiwanis,” Willoughby told The Evening Leader following the meeting. “One thing he always said was ask for members. He will really be missed.” City Law Director Kraig Noble said Shelby was often a visitor to city council meetings throughout the years. He credited Shelby’s hard work for improvements along Ohio 703 — including a bike path. “He really kept after the city to do the (Ohio) 703 project and bike path,” Noble said. “He would come in once a year to council to see where we were.” Noble also praised Shelby’s dedication to the city. Noble said residents in St. Marys could stand to learn a lot from Shelby and his tireless efforts. “Anyone who did one-quarter of what he did would be a tremendous asset,” Noble said. “A lot of young people in the area, I think, benefit from his foresight.” Councilors also received a request, in the form of a letter from Agape Director Kathy Bayless, to annex the property formerly known as the Fowler Apartments and all acreage associated with it. In her letter, Bayless said officials at Agape plan to expand their property by building onto the newly acquired parcel and “it would better facilitate this expansion by having both properties within the city of St. Marys.” In other business, councilors: • Approved the third and final reading of an ordinance regarding pay and benefits for the fire chief and assistant fire chief. • Approved the third and final reading for an ordinance regarding wetlands. • Approved an emergency ordinance, under suspension of rules, authorizing the microsurfacing of a portion of U.S. 33 that is within the city. • Approved an emergency ordinance, under suspension of rules, authorizing the resurfacing of portions of U.S. 33 and Ohio 29 that are within the city. • Approved an emergency ordinance authorizing the safety-service director to enter into a contract that would designate the city as a tax collection agent for the village of Osgood. • Approved an emergency ordinance appropriating deficiencies in the initial budget for the city. Councilors set 5:15 p.m. and 5:25 p.m. meeting times for electric and finance committee meetings. The next meeting of the St. Marys City Council is scheduled for 7 p.m. June 22 at the city building located along East Spring Street. The meeting is open to the public. |
